Social-care funding confusion flares angerThe government plans to bring out a Care and Support White Paper about reforming social care in England, there is a lot of anger among people.

The reason for this is government's denial on explaining how and when people will have to spend on care as it states that it agrees in principle with the idea of capping how much people have to pay.

It stated that it would instead focus on promising more equal access to council care.

It has however been warned by charities and council leaders that when it comes to funding the overstretched system more clarity is needed.

In the present set up the eligibility criteria for care for the elderly and disabled is decided by each council.

By 2015 it will be decided that who is entitled to help at home and residential care places, as the ministers pledge to do so.

It was added, "There will also be a specific promise to allow those who face the largest costs to defer payment until after their death."

It has been stated that anyone who has assets more than £23,250 is not entitled to get help and this is stated under the loan scheme that is already available in some areas.
