Union Health Minister of India Tables Clinical Establishment Bill in Lok Sabha

The Union Health Minister of India, Ghulam Nabi Azad has tabled a bill to regulate medical clinics in the Lok Sabha. The bill intends to make certain that clinics in the country follow homogeneous standards of facilities and services. The bill was introduced on Thursday.

The statement of objectives and reasons appended to the Bill facilitates the creation of a National Council comprising representatives from the Medical Council of India, the Dental Council, and the Nursing Council and so on. This council will establish standards for clinics, furnish their classification, create minimum standards for periodic review, and keep and bring up to date a national register of clinical establishments.

The bill also provides for the creation of State Councils in the state, besides the National Council at the center. The establishment of a clinic was also contingent on registration, which would be in keeping with relevant provisions. All clinics, except ones belonging to the armed forces will have to follow the norms set by the Bill.

The bill is called as the Clinical Establishments Bill.

All clinical establishments will have to offer such medical examination and treatment, which can be employed to stabilize a patient, who is brought in for immediate emergency treatment.
